The Shadow position on the Balkan route

This National shadow observation has been prepared by experts for asylum policies, human rights and peace-building policies, gathered in the Initiative “Welcome”, which is coordinated by the Centre for Peace Studies and it’s related to upcoming Conference about East Mediterranean and Balkan routes which will be held on 8th of October in Luxembourg.

From the decision makers we demand and expect:

•To establish mutual cooperation with the East Mediterranean countries - Turkey, Lebanon and Jordan, which will be based on equality of each country and which will respect the economic and social distinctiveness of this countries, which are taking care for the largest number of refugees. The result of this mutual cooperation is acceptable in the form of political agreement to provide safe refugee corridors, through humanitarian evacuation or relocation. We warn that the approach, based only on the financial help or creating hot spots in some countries, is not the solution which will protect human rights and secure equal burden sharing of humanitarian crisis.

•In cooperation with other East Mediterranean countries and countries on the Balkan route, EU must secure protected and secured air, land and sea corridors for the refugees to their desired destinations to reduce the violation of the rights of the refugees, people smuggling and deaths which are happening every day during the land transfer, but especially on the sea. Safe corridors should be set on the way to the EU, but also in the EU, to minimize the number of local humanitarian crisis. That’s way we warn that the agreement that was achieved on the EU summit, and which is focusing on the strengthening of border control between Turkey and Greece - without developing the safe corridors - will definitely lead to rising number of people transfers on the sea, which have been proven as the least secure and are causing very high death toll, especially among vulnerable groups.

•EU must initiate negotiations with international subjects in order to establish safe corridors to its borders. EU also must demand the activation of all available mechanisms for the declaration of humanitarian crisis. Coordinated action is the only systematic response to massive refugee flows which, because of its unsolved and complex causes, does not show sign of an end.

EU must, as well, start and implement other mechanisms which aim to provide safe passage to the EU. Abandoning or at least suspension of visa regimes in certain time and regarding to some countries, from which the large numbers of refugee are coming, would reduce the need of these people to go on dangerous travel to the secure destinations. The only alternative to that is the activation of temporary protection mechanism so that all individuals who are coming from the conflict areas get automatic protection from violence, illegal trafficking and existential threat.

European Union, respectively her member states, are responsible for failure for not implementing this mechanism  earlier - which would regulate this kind of situations of massive refugee influx, with the aim to enable protection and dignity for the refugees and realization of the solidarity principle. Because of that we call Croatian government and the governments of other member states to immediately launch the activation procedure for this measure in line with the 2001 Directive 2001/55/EZ.
